Do Republicans know what will happen if they refuse to raise the debt ceiling?

If this is true,then Obama's threat about not sending out SS and SSI checks in August will be his fault not the Republicans fault. It would be interesting to see how he alone will distribute the money.If he stops SS and SSI,he is gone for sure in 2012.
