Is Photoshop Elements 7 an add- on?

I am interested at buying Photoshop Elements 7, but on Amazon, I see the price is not expensive at all. Other Photoshops are 600 and 200 dollars. Do you have to but the CS2 or another Photoshop to download Elements or can you just get Elements and be able to use it?
