Why did President Bush create a jihadist training ground in Iraq for Al Qaeda?

You give him too much credit. I guess simply handing our weapons to enemies of the world was too easy. Wait, that's what he's doing. He should of just burned all the billions and we would at least still have not provided terrorists with a playground to maim, kill and practice.
