What is your opinion on long arm penalties?

One of the major sticking points with the ELVs was that the short arm penalties failed to stop ruck and maul infringements. Yes play was started quicker with the short arms but there was no deterrent to slowing the ball down. Much as I hated to see penalty shootouts, it is often the only way to stop teams "cheating" in this area. An obvious answer to this is to bring back rucking. As well under the ELVs the ball seemed to be kicked much more in general play, which was a pain.
