Seriously why is skating in public illegal?

Our culture lacks the guts to punish Stupid People and as a result we are forced to p laws that punish everyone, even those who behave responsibly. A few kids who skated recklessly have ruined it for everyone. Had their parents loved them enough to beat them into ER the first time they stepped out of line, or had the police or juvenile court done the same, we would not have had to p laws to protect pedestrians, automobiles, and private property from the minority of kids who think the world is their wreck room.
